The Manipulator is a concept for a forerunner weapon that I thought would definitely bring a unique twist to a shooter, introducing a sort of “sci-fi magic”. The Gauntlet essentially wraps itself around the user’s dominant hand, and after it conforms to the users combat skin, it allows the user to emit charges of super-heated plasma from the gauntlet, designed to disintegrate most tissue and matter on impact.
The gauntlet is capable of unleashing a plasma attack in which the plasma is a disorganized array of lightning that drains shields and deals extensive damage to flesh and bone.
The secondary “fire mode” of the manipulator is it’s ability to instead of unleashing blind plasma, unleashes a single overcharged bolt of plasma that Causes EMP damage while dealing a DOT effect frying players after the EMP. This ability can only be used after a charge-up of 3 seconds. An important thing to note is that the charge up does not instantly kill a player. It can either be followed up by the ‘lightning effect’ or followed by another overcharge.
This weapon is not a loadout weapon by any means, and is intended to be a mid-low tier power weapon.

A low-tier power weapon… hmm perhaps a medium power weapon, here is my thoughts on the matter. From the name of the thread, I can tell you intend for this to be Forerunner in nature… but plasma is really Covenant tech. The gauntlet should harness gravitational fields, magnetic and electric fields like the Ur-Didact in Halo 4 and should have multiple fire modes.
The Gauntlet could be used to project a gravitational pulse that has a knock back or grabbing effect, which could immobilize enemies or throw objects at them. The gauntlet throws objects, by grabbing them then project the pulse in a direction. An additional feature for this weapon allows it to flip ground vehicles or bring air vehicles to the ground, light vehicles only need a light pulse; heavy vehicles a heavy pulse and the air vehicles need to be close, but not within hijacking distance, and then grabbed which slowly draws the vehicle toward the player with the gauntlet.
Considering these are gauntlets then perhaps a penalty for bashing either no bashing or when bashing it dramatically looses ammo (durability) of the weapon?
This weapon could do moderate damaged when players get knocked back into terrain or have objects thrown at them. The image you had drawn looks really good especially for Forerunner design, it should be Forerunner metal with blue (lifeworker) lighting.

I was originally thinking telekinetic abilities, but having your warthog picked up and thrown would get annoying really fast. Although cool for the guy throwing it.

Another possibility of the gauntlet (thanks in part to Stubborn Barren), is rather than using a charge up, one can simply utilize a push or pull ability to manipulate players or objects, as well as being able to pick up small things and throw them at players. (E.g. small stones on the map, or guns if you’re interested in helping your team.)
