Then, after the events of Halo 3, they still have to deal with the remaining contingent of Brutes, Jackals, Grunts, Hunters, Minor Prophets and the fleets & bases still under their command. Not to mention existing threats posed by Forunner Tech and or The Flood.

I really hope you will fix some of the bugs that are in the game. It’s things like this that really make it seems like Bungie just didn’t care quite as much as they were on their way out the door. A lot of people in this forum are asking for new functionality, which I don’t think is what you generally put in a TU. Though hopefully you’re taking notes for Halo 4!
Fix Juggernaut. No matter what, you can’t have the Juggernaut wield anything other than a hammer. It’s a configuration option – the option should have some effect.
Fix the teleporters that won’t let Elites through. There’s no discernable reason or obvious way to fix this: if you use the Elite model, some teleporters just don’t work. As a loyal Sangheili warrior since the days of Halo 2, I will not stand for this discrimination by the teleporters!
And if you are inclined to add functionality…
Bring back more the customizations that were in Halo 3 and didn’t make it into Reach. Halo 3 allowed you to award points for a greater number of things, especially in non-Slayer games. In Reach, in games like KotH and Oddball, you can only score for being in the hill or holding the ball. Whereas in 3, you could still award points for various kinds of kills, or take away points for being out of the hill, and so on.
I know it might encourage pre-game lobby quitting, but is there any way matchmaking can be restarted in team games where someone drops right from the get-go? Few things suck worse than being in a 4v4 game that suddenly becomes a 3v4 game. Personally I play a lot of Grifball, and some bad sports will use such a situation to just rack up kills, because their one-player advantage lets them really control the field. Suitable and merciless punishment for quitters should help discourage this.
And don’t bring back the 1-50 ranking system. I disagree on that with many of the others here. Whatever people think, we know TrueSkill is behind there helping with matching, however well or poorly it works. I was glad to see the ranking gone. All it did was give greedy players a reason to make new accounts, and then sell them to suckers. Let everyone who wants the 1-50 system or any other sort of “ranked” playlist in the Halo 3 style go to the Arena and stay there.
LEAVE ARMOR LOCK ALONE!!! IT HAS BEEN MESSED WITH TOO MUCH! IT HAS NOT BROKEN HALO OR YOU WOULD NOT BE PLAYING IT. IF YOU DON’T LIKE IT THAT IS YOUR PROBLEM. ARMOR ABILITIES HAVE MADE THE GAME MORE INTERESTING AND CHALLENGING. YOU HAVE TO DO A LITTLE MORE THINKING THAT RUNNING AND GUNNING. I LIKE THE ARMOR ABILITES AS IT. I WOULD PREFER THEM TO GO BACK TO THE BETA STYLE THOUGH. IF YOU DON’T LIKE ARMOR LOCK THEN GO TO A PLAYLIST THAT DOESN’T USE IT, I.E. ARENA, OR SWAT.

Have you tried Team Classic lately? The camo works as it should, and overshield leaves a trail of fire if you pick it up. I say that should be implemented into every playlist.
Fix DMR bloom; make it slightly bigger but faster reset time. Also add a bloom toggle.
Individual Weapon Modifier including at the bare bones level a ROF modifier, shield/health damage modifier and bloom level modifier.
Fix Vehicles in general; get rid of all of the glitches with the Revenant, massively weaken the damage done to them by the Sniper and DMR and for GOD SAKES weaken the Banshee Bomb!
Bring back no bleed-through melees.
Weaken fragmentation grenades in strength, but maintain the radius and PLEASE make a grenade strength changer option.
Just one little extra thing: Seperate Elite and Spartan Base Traits. This could be used to completely balance out Elites and Spartans in Invasion, Invasion Slayer and Skirmish.
Buff Covie weapons besides the NR, Fuel Rod, and PL.
Bigger pushiment for quitters.
I actually prefer AL as is, and I think removing it from TS is the best fix for it. If AL has to be changed, reduce the useage to 2 seconds, remove shedding (but let the AL survive the stick), and keep the ALer facing in the direction he was facing when going in.

Armor Lock should be nerfed as you said in your list or removed from the majority of playlists/gamestypes. Nerf it by making it only short bursts of invincibility to only cheat death for very short time. That’s only if you cannot remove it and must keep it.
Decrease bloom. Bloom is inconsistent and that makes it easier for noobs/spammers to get hits. Decrease it!
Make the Warthog NOT a bouncing ball and make it more like Halo 3’s with a good power slide, like H3. Now that H3 hog was a good hog.
increase power of the vehicle’s Automatic weapons. Such as the Hog Turret, the Scorpian turret, and all other machine gun turrets. They need some more power. Please note I said automatic vehicle weapons. Which means NOT the guass cannon. That thing can shoot through walls, I don’t think it needs more power.
Remove the jetpack from the majority of playlists/gametypes. It removes the capability and potential of most maps that height oriented making it so only Jet packers can reach certain spots that others cannot use.
Those are the most obvious 5 things that need fixed in REACH, at least for me. I think with those things fixed or modified it would make REACH better. The only thing left out of that is the fact we need more DLC or more GOOD custom content maps in MM. But those 5 beat the 6th. I hope you take this into consideration.
1)Health modifier separate from shields.
2)12-Shot magazine on Magnum.
3)Remove sticky shedding and stun from Armor Lock.
4)Increase sword draw time after sprinting.
5)Melee bleedthrough toggle option.
1. AL Nerf - Obvious fix is obvious. Heck, just replace it with the Derp Shield in matchmaking. 2. Big Team Battle fix - I miss Halo 3 when vehicles were helpful but far from a necessity to win. Make it MUCH easier to kill a Banshee and Revenant, all though some other vehicles could use some more splatter power(Mongoose :P). 3. Forge support in more maps - I love Forge World, but it seems like I have to make EVERYTHING in it. Can’t you pull a Tempest in the other maps? Or even some more blocks, so it’s more than shades of grey. 4. Weather options. - I may be going to far, but Bungie DID try to implement it before release, though they ran out of time. Couldn’t 343 borrow the code and finish it? 5. Make the “hidden helmet” obtainable. Unless its a Anniversary thing. But atleast turn it on, or if it already is, drop a hint on how to get it.
Fix bloom in DMR, and Needler rifle. They are both too easy to spam, and win too many close quarters engagements. Fixing the bloom on these two weapons would fix the sandbox in my opinion, the AR would become more useful with its intended range, and all other weapons would seem more useful if you guys just made these two guns fit their niche.
A movement speed increase is all we need to change to make grenades less effective. Go try playing team classic, and you probably wont be complaining about grenades (Movement speed is higher in team classic. Go try it out.)
Give Banshee only two roll moves within a certain time period. Think evade, how you can only evade two times before you have to recharge. The banshee is too easy to abuse with constant rolls and the fuel rod gun.
LEAVE THE SNIPERS ABILITY TO DESTROY VEHICLES ALONE!!! Vehicles on Hemmorage are enough of a problem, you would literally have no anti vehicle weapons to destroy vehicles spawn camping you if the sniper became less effective against vehicles.
Give the warthog and ghost more damage resistance against the DMR, allow plasma grenades to wreck vehicles like they could in Halo 3.
