Iron Sights
No. We already have crosshairs, adding iron sights would just complicate gameplay without really adding anything. Iron sights work in FPS games with super fast kill times, but implementing them to a game like Halo wouldn’t make sensen neither from gameplay perpective nor from canon perspective.
A Mech as vehicle
I’m a bit neutral on this one. Sure, it could be cool, but 1) Does it really fit to Halo? 2) Would it fit to gameplay of Halo? I don’t know answer to neither of those questions.
Dual Weapons in Again
I really have nothing against them unless they’re powered correctly without throwing off the balance of sandbox. It could also be possible that they are not powerful enough and become as a useless addition that no one almost never uses, a bit like what happened in Halo 3.
Dual Particle Swords
Definitely no. As cool as it sounds, dual swords would be overpowered in close quarters because they would have twice the ammo and twice the speed.
Dynamic Story Line
I didn’t exactly get what this means, I have never played Bioshock. Do you mean that different choices would affect the story line? But even though I’m not exactly sure what that means, I probably have nothing against it.
Modifiable Weapons and/or Vehicles
No, they wouldn’t fit to Halo as mostly the modifications would either be overpowered or unnecessary. They would break the sandbox balance and this way make players who have played for a while have an advantage over new players.
Fighting VS Humans/Rebells as MC
No, Halo has always been a game where you don’t kill humans other than your friendly NPCs. Even on the Arbiter missions you never killed humans even though you had the same objective as them. Fighting humans would make the game darker in some sense and would ruin the Halo feel.
Areas without regenerating shields and maybe collectable shield loader
I really don’t have anything against this, but it really wouldn’t fit to campaign. I’d be mcuh more willing to have a level, or a part of a level in the game where every 1-2 minutes an EMP comes and disables your shields and vehicles. Your objective of course, would be to shut down the place where those EMPs originate.
Free Roaming Areas
While ODST was fun, I really don’t see this fit to Halo 4 unless the game would be concentrated on a small area which is something I wouldn’t like to see. But I have nothing against level with more open design and maybe the ability to choose between objectives like you could do with the first level of Halo CE with rescuing the marines.
Space Combat with Fighters
It was pretty nice in Reach, but unless we get a good reason for that, no. I don’t want it to be forced just for the sake of adding it.
Space Combat with Battleships
Again, if it made sense, I wouldn’t have anything against it. Actually, I’d be willing to blow few ships with a MAC gun, something I have wanted to do since I first saw them being used in Halo 2.
More Dynamic Levels
Of course a Halo level should always have great views, but what you mean by more dynamic? If it’s not anything more than the looks, I’m all for it. If you mean something like accomplishing different objectives or accomplishing objectives in different order, I have nothing against it.
More Details over MC Life
Hard to say, in my opinion it’s coverd enough in the books. If you want to know about his life, buy a book and read. I don’t could this even fit to the story well.

Only if done right like the CE timer. I have nothing against a Warthog run

If made well, I don’t see why not.
Halo ODST-2
Again, if it was as good expansion as ODST was, I have nothing against it. Although I’d rather not play on the invasion of Reach. Maybe something after the Human Covenant war?
