Agreed, the characters in this game were given stereotypical movie roles and had little to no development whatsoever. The voice acting as well wasn’t particularly great either, which is a shame as Halo usually gets it right in this department.
Like you said though, Jorge is probably the best of the bunch, as he’s the only one that Bungie seems to try and get you to like.

I feel that the people you listed weren’t characters because they never actually developed. They were cardboard statues who had no emotion. The voice acting was terrible as well. For a campaign that was supposed to feel heavy since you were fighting in a losing war, it fell flat.
Noble Six, mostly because of the history behind of him.
Noble Six mainly because because I make him look like Classic Chief all the time. I have Classic Chief in a special place in my heart.
Either Six or Jorge. They were the only ones who were worth anything. Emile’s helmet is awesome, though.
