Well we know Microsoft has confirmed support for DirectX 12 will be coming soon for the Xbox One, this will help bridge the gap between the PS4 and XBO, allowing games to push the bar even higher and allow developers more room to work with.
However the question is will Halo XBO be taking advantage of this? It is already confirmed it will run at 60fps and using DirectX 12 would give 343i more room to allow that among a myriad of other things. However it has been said 343i has been working on Halo XBO for a long time now, even before Halo 4 was completed. This late in development it would be rather difficult to switch to DirectX 12 if they hadn’t been programming with it in mind already.
I doubt that Halo 2 A will be using it(assuming that H2A is this year) but Halo 5 next year will most likely use it, and most titles that will be coming out on XBO mid 2015 as well.
However, regardless of how cluttered and redundant the coding is for DX (as with most Microsoft products, ironically despite being pioneers in the software industry), having HX1 run on it would certainly improve the power of the game at the cost of overall stability.
As you said, the software tools are improving and the kinks of the hardware are still being worked out, I think the biggest reason we haven’t seen Halo 5 footage is that 343i are still working on optimisation and making the game look stunning. After all, Halo is Microsoft’s biggest exclusive title, it’s gonna be a technical showcase of what the console can really do, as Halo 4 was to the 360 and Halo:CE and 2 were to the original Xbox.
I’d imagine 343i will use DX12, they had hands on with Xbox One dev kits as early as 2012 due to them being a (and the biggest) Microsoft 1st party studio. I’d guess Microsoft would push their 1st party studios towards it.
I hope so. MS already showed off Forza Motorsport 5 running with DX12, but that was more of a tech demo, Halo Xbox One should be fully integrated to work with it.

Perhaps.
However, what Microsoft seems to enjoy doing with their software is base it off a weak foundation and pile onto it with each update. Sure, DirectX may have less of that than Windows, but it still runs off the same flawed foundation that it was originally built on.

DX12 hasn’t been released yet… I still hope Halo 5 takes full advantage of it before the relate date. That 50% and 20% extra power for the CPU and GPU respectively will be nice.
