Hey, just wondering why Yap Yap is currently still locked for me, it said it was available to download, so I did, and said I can purchase it online.
so I uninstalled and reinstalled, restarted, and still coming up with the lock icon, am I missing something?

If you are on Xbox, you have to actually download Yapyap. To do this, go to Games and Apps, select Halo Wars 2, hit the menu button and select Manage game. If you own Yapyap, you should be able to see him in the Ready to install list. Select him and press A.
If you have the game running, restart it and its sometimes faster then it loading him in on the fly.
