I see Halo Reach is available for download to play on Xbox One for $24.99. If I have the game disc, can I just pop it in and have Xbox One upload the contents of the disc to the hard drive and play it without having to buy it again?

Yes. To play hard copy, you pop in the game, the game downloads, and whenever you want to play the game just pop in the disc.
