What Does It Do Exactly? And Why Is It There? I’m Confused
I’m not sure why you think x is affiliated with it, but pressing dpad up pings teammates. It sends out a signal that grabs their attention. It is unaffiliated with other buttons as far as I know. Is that what you’re talking about?

There are other controls as well for custom games. Click that link to learn how to enable them 
Lower Weapon: Hold X and D-pad down for two seconds
Detach camera in gameplay: Hold X and D-pad up for two seconds
Toggle camera control mode when detached (Normal and Pan): Hold X and press d-pad left
Toggle between Spartan and camera control when detached: Press View button
Display Spartan/camera position coordinates: Hold X and press d-pad right

It doesn’t inherently help, because our community hasn’t come up with what exactly it means lol. 343i gave us a tool that didn’t have an inherent purpose and we have yet to craft a purpose for it.
Does it mean go? Stop? Help? I’m coming to help? There’s no way to know at this point lol

Well since the ping is around you its best purpose is probably calling for help/assist in pushing the target, may it be an enemy player or the objective.

It’s great for Tank World and Mantis Breakout to call your teammates to a kill.

As far as I can tell, right now it just means, “I’M MR. MEESEEKS, LOOK AT ME!!!”
I have been in matches where at the beginning of a round the objective is announced, that does not specify where the enemies are (e.g kill Jackals) and I’ve covered the map in my ghost and not seen any at least for a good 30 seconds. This ping can help in the way that when the first team mate finds them, he can signal the others to where he’s at and join him. That’s one way of using this feature. Just saying.
Just treat it like ping in the OG League games. It means some -Yoink- is happening, get your act together.

Pinging team mates needs a bit of an improvement. It’s pretty much useless in Warzone, since call tags don’t show up across the map. Also, it would be great if the color to show spartans in your fireteam were a bit brighter and easier to differentiate.
