It’s a full game expansion and it would be unreasonable to spend that much time on such a large project to include it in a pass for small DLC items.

I see your point, I just wish they announced this before I decided to go with the ultimate edition. Even though that would have been very early to announce DLC. They could have mentioned that not all DLC would be included.

There are loads of reasons for that. The main one being it probably wasn’t even going to be made until people kept saying they wanted the flood back.

Many people feel the same way, and I understand the sentiment. Communication on the issue from 343 was not on the level it should have been to inform players, a recurring problem with this game lol.
Regardless, the expansion still looks excellent and hopefully will be worth the additional $20 (I think?).

This was more or less the sentiment of some of us, but at the end of the day, I’m just glad that more content is coming. It looks to be worth its weight.
