It actually says i haven’t finished chapter 5 of the story and only done 34/35 Spartan-Ops missions, which just isn’t true. i finished teh campaign on heroic, making an attempt for legendary and the Ops are done on heroic or legendary as well 
Just do a simple easy mission or something and that should fix it. In chapter five or some other one. Thats what I did.
