No, I wouldn’t. I wouldn’t mind a few levels that way but not the whole campaign.
We already had an instance of that in Halo 2 with the Arbiter. Just wouldn’t fly as high. Look how criticized ODST was.
No. I thought the Arbiter missions in H2 to be distracting. Earth was plunged into war, but instead we’re going to have these frivolous Arbiter missions thrown into a blunt campaign. I much rather had more depth into the fight on Earth.

There’s no decent basis for it anyway. Not to mention, how many games are released where your main goal is to completely wipe out Humanity?
Look at how people flipped out over the OF (Opposing Force) being called The Taliban on MW2? A whole game on you helping bring Earth to it’s knees just wouldn’t sit. Especially since the Covenant is the main Antagonist and loses in the end. It’s not like Reach where you know Noble Team is going to fall regardless. It was to further the cause. There’s no such thing to do so on the Covenant’s side aside from the whole Arbiter angle. And that’s done.
