I think these changes would solve the majority of the complaints:
Nerf dmr/boltshot
Fix fileshare
Add a playlist that contains classic gameplay(h2-H3 style)
Add options to forge
Add Skill Rank
Introduce ranked/unranked playlist. With the ranked playlist lobbies being matched based on skill and no jip.
Match all lobbies with an emphasis on connection.
make players hit ‘A’ to start the game (to reduce afk)
343 opted for punishment with the quit ban, instead of removing the features that caused the majority of quiting. They should have 1. matched by skill 2. matched based on connection 3. eliminated jip 4. made you hit ‘A’ to start the game to reduce AFK 5. added skill rank that drops when you quit and 6. removed the quit option from the in game menu. Their methods seem counter-intuitive to me, especially since the ideas I presented instead of quit banning are the same ones I listed previously. so I believe leaving it in place is acceptable as long as the other changes are made.
Note: Things 343 needs to work on:
communication: listen to the fans and keep them updated with your plans. It lets them know you’re paying attention. (not these vague cryptic bulletins)
options: There will always be a variety of opinions, you need to have options to please the majority of players.
continually improve: I understand that you make the game, but keep in mind you make it for the customer, so please stay open-minded.
4: always be proactive: right now you are reactive and not in a timely manner
Though personally, I don’t think going all the way back to Halo 3 in a single playlist is a good idea. The playlist probably wouldn’t even feel the same as Halo 3 anyways due to the lack of options and a smaller sandbox.
The game needs to expand on Halo 3, but it doesn’t need to rip off every title and add tons of imbalance while it is at it.
It’s ok to change things. Change is good, and 343 should try to change the game.

Instead of focusing on making a Halo 3 playlist, they should focus on balancing and fixing the rest of the game, adding more content, and taking notes on what to improve for Halo 5.

I know they have rotational playlists, I wonder if a rotating playlist with varying gameplay would help them find a good combination.
It’s too late for halo 4, but for halo 5, 343i simply need to take everything connected to reach’s engine, and place it in the trash. Then they can start from scratch, listening to the community for ideas and suggestions as they go.

I agree especially the unranked/ranked playlists and adding a skill rank. I believe if both of those things were in the game it would make the game a lot better and more people would be online.
Yes, you pretty much nailed it. Although instead of #8, I would rather they just boot players for inactivity like they do in cod/battlefield. Its like one of the few good features in cod and just so happens to be the one they didn’t copy.

How many minutes did it take to have the game boot AFK players? That’s what needs to be discussed, the time limit.

Good question. I’m not sure, I feel like its around 3-5 in cod, and its been a while since I’ve been on bf3 so I can’t really say on that one. But its usually fairly quick in both games regardless. It’s not like players can AFK through half the match and get away with it.

-spawns starting and respawning
-pods
-loadouts (AAs mods upgrades)
-vehicle armor buff
-more competitive playlist gametypes (MLG)
-starting weapons
-sprint off option as well as customs
-other weapon tweeks
-objective mixed in with btb

Good point, 3 minutes should be ample time to handle most things that come up, any more than that then and they should just back-out.
