Would a Call of Duty style ODST campaign work?

I would love a game like this where you can also play as a marine, and besides just killing the covenant you could also fight against insurrectionists and rebels against the UNSC. There’s tons of lore material to explore there.

But I don’t envision an actual call of duty game in the Halo universe. I envision another ODST 2.0 game but with a Call of Duty theme. Like the grit, the atmosphere, the intensity in battles, the front lines. Not the gameplay design.
