I take it you didn’t see the end of halo 3. Yes he was, but he was on the forward half that made it to earth and was rescued by humans and was their for the memorial.

arbiter was on other half of ship, made it to earth, told humans MC was dead, went “home” wherever that is, masterchief is alone in space saying, “Guyz? guyz? anyone there? hello? please? anyone?”
He’s apparently doing his best impersonation he can of Abraham Lincoln.

He was on the one half of the Dawn that made it back to Earth. Afterwards, he stayed for the ceremony of the Voi memorial, honoring those who died on Earth (and The Ark).
Then, he leaves for his home-planet of Sanghellios. Complicated stuff happens, not every Elite sees things the way The Arbiter does and a Civil War occurs. As of now, he’s basically trying to unite his people.
Read Halo: Glasslands and Halo: The Thursday War. It goes into much detail about post-Halo 3 events.

The front half. The half that made it through the portal and got to Earth. The Chiefs half floated over to Requiem to have a tea party with the Didact.
