It says I need to complete event challenges which there isn’t any that I can find. I seen a Youtube video that says I just need to play games. I have played countless games and its not unlocking anymore tears?
Seriously its doing my head in now. I managed to get tear 3 and now its been stuck like that for over a day. I have tried different playlists but not making a difference.
Why is there no clear way on how to rank it up lol?

Same. I had time to slip a game in on Xmas Eve, before leaving to stay with family, and it didn’t move. Stuck at level 3 also.
I hope its not bugged or something and locked at 3. Specially the fact that its stuck on 1 shoulder pad so wont even have the pair. Only 9 days left 
You get another tier for each day you play, I think.
So, if I play a match today, I get a tier, and if I play a match tomorrow, I get another tier.
The event is only for two weeks though, so you have to play almost every day if you want all ten of the rewards.
Thats if it gets unstuck for tear 3. Been on this tear over a day now 
Have you tried completing weekly challenges?
None left to test that.
I’ve also been stuck on tier 3 for 2 days now.

It levels up one level a day, depending on your time zone, I usually log on after 8pm (Finland time) and play a game and it unlocks next reward, and same the next day for next reward.
I’ve been stuck on tier 1 since the first day, but I also haven’t had time to play since it’s the holidays and I went straight from work to my hometown for 4 days and now that I’m back I’ve got to go back to work. I did play plenty of games and completed several challenges on the first day. Enough that I feel like I should have hit 2, but I didn’t.
You can only move one level per day after completing your first game. I don’t know the exact time of the reset, but it’s early afternoon depending on your time zone. Bot matches count so just play one bot match that takes usually 4-6min if you’re looking to get the rewards in the most minimal time playing.
Wow that sucks if that’s how it works. Also it probably resets at 10am Pacific like every thing else they have.
In my experience - yes, it resets at the same time as everything else (18:00 GMT). And it is one level for the first match each day. It’s explained in the in-game news on the event.
If it is stuck it’s not a general issue as I have hit lvl 5 today.
Stuck on lvl3…guess I won’t be maxing out 
Having the exact same problem I haven’t played in a couple days and wanted to get the rest so I hopped on to unlock on of the challenge items and played multiple games and completed challenges and still can’t get past tier 3 which Ive been on for a couple days now. Looks like I won’t be getting no more cosmetics from this event smh… 343 is really starting to mess this up and its starting to get on my nerves more and more.
The last time I remember, the Event was supposed to have a banner in your challenges and I see nothing. There is something wrong.
