Will you get better Reqs if you save like 5 or 10 them then open them all at once? Also…what is the chance of me getting the Hannibal scorpion if i all ready have the regular scorpion the corp scorpion and the tundra scorpion?

The more REQs you unlock the more chance you have to get the ones you like, if you haven’t already gotten them. It’s all randomized, while it’s cool to open a lot of packs in one go, what you get is, well, random.

I’ve asked the same question (OP’s first question) simply because of the number of people who horde REQ packs just to open a bunch at once. Never understood the point in waiting if there is no benefit… Why wouldn’t people just get their unlocks out of the way as quickly as possible?
You won’t get a certification for the Hannibal tank if you haven’t got all the others first. But it doesn’t mean you won’t luckily pull one on its own but it’s very rare to do. And saving your REQs is more for self enjoyment then a tactic. My advice is to save your REQs for the newest limited pack coming tomorrow that will actually unlock those higher end vehicles only

I’ve noticed it might not be as random as we think… I seem to get things in waves, for instance when I got the banshee, then a few packs later I got the red one, then when I moved to gold one of the first packs I opened was an ultra banshee. This is a similar experience I had with the tanks as well. So I think it’s a teir system with a random element. This would prevent people from opening up there first gold pack and getting a phaeton req before they have even opened a single silver pack, they have to work there way up the teir sets.

Is there a limit of how many cards you can have?
Its random. But weirdly enough I unlocked all the new, rare and less REQs from this prior update pretty close in succession whilst still having +60 emblems and other items to unlock before Im done with silvers.
While saving packs you earn won’t give you any benefit, holding onto your REQ points can help you in the long run when exclusive limited time packs are available. Last month there was a pack you could get for 80000 REQ points or spend $10 to get.
