I believe it is fine without 9 level reqs. Enjoy.
I can’t see there being a Level 9 REQ without it being entirely too overpowered. The Phaeton Helios and Hannibal Scorpion are at Level 8… imagine how powerful something at Level 9 would be.

Why not have the ability to throw on two Armor mods at the same time?
At this point in its life I doubt 343 will add a level 9 req.

Probably so you can use higher-level reqs along with powerups.

The 9 levels is so you can do more combos like Blaze of Glory + Camo III or SPNKr EM + Camo I to destroy the core when you’re playing solo as seen Here
More combos:
Blood of Suban + Whiplash
SPNKr Prime + Speed Boost
Ultra Ghost + Damage boost
Answer + Overshield
