Basically I just want to avoid another Gears 4 situation where the season pass just gives you early access to the new content. Will the new leaders and campaign missions also be available through like an in-game currency or something (like Rainbow Six Siege)? Will the new maps be available to everyone after a certain amount of time? Stuff like that.
I really don’t care about Blitz cards or that mode altogether.

As far as we know the answer is no, there is no other way to unlock the new leaders, new campaign missions, or play the new maps without owning the season pass. The Coalition were forth right about their dlc plans months ahead of time, and no such plan for Halo Wars 2 has been discussed. The Heroic map pack for Halo 3 was the last premium Halo dlc that eventually became free, and they abandoned the practice for a reason. The practice upset many paying customers, who felt their original purchase had somehow been devalued. and that they had wasted their money on the original purpose. I never really felt that way, even when I was fifteen spending my dinky allowance on Halo 2 map packs, but there was a predictable controversy every time it happened. So I doubt they’ll do that again, not without giving people a heads up anyway.
However no one on this forum can really say for certain what their plans are. One of 343s responses to a popular question in their recently released Q&A touches on the subject of post-release support:

Its not clear what, if anything such “additional post-release multiplayer content possibilities” might entail. So its difficult for me to rule out for certain that they don’t plan on releasing the season pass multiplayer content for free down the road. They might get Microsoft to green light free DLC to compliment the premium season pass content, buoyed by microtransactions, or they might revisit their old practice of releasing premium map content for free down the road.

That seems to be their thinking. Time will tell.

That’s how it should be. It’s how titanfall 2 is doing it. Cosmetics and such (in this case probably commanders, card packs etc) can be bought with real money but all maps and other game play effecting content is free to anyone (so long as you meet the normal requirements of level etc). I don’t see any reason given the money they will be making off the card packs they would want to divide a community and instead make the extra money off that kind of stuff.
