Will Pre-Order Stuff Be Exclusive Always?

I was wondering if the pre-order skins and stuff will eventually be available to buy on the XBL market. Anyone know if they will?

They say that the pre-order skins will be DLC sometime in the future but recruit prime skin and FOTUS armor will stay exclusive to the LE and LE console

There are like two armor sets that are Retail/pre-purchase only, Fotus from Console and I think there is one other that isn’t unlockable normally.

The other one is the recruit prime skin that comes with the limited edition of the game.
