No, Halo Infinite is Halo 6. Chief is wearing new armor.
It’s been stated in a quite a few articles that it takes place after the events of Halo 5.
343 has confirmed Infinite takes place after Halo 5. There is evidence in the trailer as well. It actually says on Halo Waypoint that it takes place after Halo 5.
