Infinite is going to be on xbox one, so I would imagine that they test on xbox one as well

People were hypothesizing that they’re gonna prioritize series X/S and PC, but I think xbox one will get to play the beta too, considering that they need to get feedback from those console players too. I put down that I had a series X and I was invited an hour ago.
I have a Xbox One S and I was invited to the flighting so yes, H:I will be on Xbox One.
Xbox One will just have 60 fps and some last gen problems like pop in, render distance etc, other than that it will be a smooth experience.
It is currently slated to be released on Xbox consoles current gen and last gen. So yes if you are still on a last gen, nothing wrong with that, you will be able to join in on the fun when it releases!!
