Will Halo 4 be present as Gamescon?

I’d also like to know if their are any other expos before Halo 4’s release other than Gamescom and Pax Prime?\

No they will not. This is because Microsoft has decided not to attend Gamescom or Tokyo Game Show, the next major announced event where Halo 4 will be present (that anyone can attend, not just developers or industry folk) should be PAX Prime.
