Will 343 ever add in playable elites and is there customization going to end up being locked behind a paywall the same way that the Spartan customization is currently?

Will Halo infinite be getting playable elites in the future and will they be going down the same route as the Spartan customization is now. Playable elites is something 343 should bring back but people are still going to be very angry about it if they do it in the exact same way they have the Spartan customization they need to start making it similar to the MCC.
