Every time a classic helmet returns its always the halo reach versions.
(Because higher res model easier to start from?)
Or a 343 version, and never their mark 6 gen 1 variant
CQB, EOD, Rogue, Scout, Security, EVA, Recon, mark 5, mark 6, and hayabusa. (Halo 3/ first appearance)
Reach: got all but (scout, rogue and hayabusa)
In their “mark 5 variants”
Halo 4: got new versions or remakes of some
Halo 5: six of these “classic helmets” returned again in their halo reach form.
Halo infinite: got halo reach versions for their third appearances. And some newer variations as well.
None of the mark 6 gen 1 helmets have appeared twice accept chief’s helmet.
And none of their chests/ shoulders either.
Yea they should release a MKVI armour core with all the halo 3 classics.
They’re more interested in fallout armour at the moment.
Personally I want SPI armour core because I enjoy the SPARTAN-IIIs lore.

Even if the mark 6 gen 1 classics were all for mk7.(eventually cross core)
Getting the originals vs their reach versions 3x.
Or remakes /clones of remakes
Because the Mark VI helmets are most likely going to be lightly touched up and then given to the Mark VI Gen-3 Armor Core when it is finally available.
I presume duplicate content generation is based on popularity. Assuming 343i know what armour you have equipped in previous halos they would use this information to determine what is to be replicated in infinite.
That said. They could have just guessed, and maybe guessed poorly,
TLDR no idea

In all likelyhood it’s because, while Reach itself has always been a very divisive game amongst Halo fans, nearly everyone praised the game’s armor customization. So it’s a fairly safe route to go with the Reach model for classic helmets because pretty much everyone has long agreed that those look great.
They probably used reach models for a starting point.
Because higher resolution made them easier to work with.
