I doubt they won, oni would guarantee they wouldnt. They probably helped them enough to keep the main good group off balance, thus keeping them from being united and a threat to humanity. atleast thats how i take of the situation.
As of right now i believe it’s all just speculation until 343 tells us why. Most likely the treaty was either broken or it is a small group formed who didn’t want to ally with humans… but who knows.

ONI wanted to mess up Sanghelios, make them fight against each other.
Meanwhile, the Sangheili were mad, some wanted to fight the humans, others wanted a peace treaty.
I think it’s a Covenant fleet that got stuck at/around Requiem before the war was over. There was a mention of the possibility of there being planets where UNSC and Covenant forces are still fighting each-other because they don’t know the war is over in the end of Glasslands and in a purely speculative old article from which 343i didn’t debunk anything (and they were right thus far, about Covies returning at least). Also, it seems like the only possibility that isn’t too obvious. If there is a reason that they are there and that they are fighting John that has some connection to the overall plot and to Requiem, than their part in the game may not feel tacked on for the sake of it.

I don’t think any human organization would have the resources to blackmail ONI into triggering a Human-Elite war and then survive that same war. Any habitable planets within reach of human vessels would be known to the UNSC and hence to ONI, and I don’t think that any private corporation could amass the resources and funds needed for terraforming during wartime – certainly not without catching ONI’s attention.

or its quite possible the Rebels assassinated all members of ONI, and took place as each one with a now double identity, and wanting the UNSC out of power, tried to get the Elites to turn on Humanity and crush the UNSC for them. Its a possibility… theres probobly better explenations, but its just one though.

what if they know about the Spartan IV program, and assumed that Chief was another Spartan IV, not realising he was the legendary John-117. Especially since Chief was presumed crushed by the portal.

Theirs two scenarios I’m going to go with. I already mentioned the plausibility of certain elite teams not getting the memo. Two, the civil war that seems to be happening with the Elites with one faction still having great prejudice towards humanity.

not very threatening considering that everything they have is really not that much, humanity would easily wipe them out if it came to that. and again im sure they realize that as well. the majority of the elites strength came from the covy tech,they are not that technologically advanced as a race. they were actually about where were a hundred years ago.
what if the arbiter is the one that went back on the treaty? maybe some data was retreived linking ONI to some post war black ops attack on one of their ships, like a future gulf of tonkin.
