Why was the Engineer rate so low?

Why were the Engineers the lowest Forerunner rate, even below the much-despised Warriors? They didn’t even have seats in the Council. One would think that they’d be up there with the Builders and Miners.

The Engineer rate wasn’t represented because the Huragok were not regarded as equals to the Forerunners, as they were engineered (heh heh heh) life forms.

Things would’ve been quite different if the Huragok were running the show when it came to Forerunner politics. (I imagine the Ecumene being something along these lines… :P)

Oh, and I believe that it’s said in Cryptum that the Forerunners don’t like the smell that they produce. Significant factor in establishing Forerunner governance, eh?

Funny that these beings are seen as being unequal, merely “servant tools”, when they only have a mind for peace and creation - as well as floating. We should let them have the Mantle…

So the Engineer rate was literally comprised of the Engineers? I didn’t get that impression; I thought that they were a rate of Forerunners.

I guess because they were more subservient on the other rates?

The Engineers were mistreated by the Foreruuners in the same way as Sarah Palmer lovingly calls the UNSC scientists ,‘eggheads’.

He wasn’t confused, the Engineer rate is indeed implied to be composed of Huragok.
