Any idea why this was being done?
Was the Argent Moon lost during the war? If so it could have just been a case of “Know your enemy” and trying to find yet another weak point in the Jackals. Create a weapon that fries their brain on impact with their energy gauntlet, maybe?

Ok, this will purely be guesswork on my part, so take it as you will. I’m pretty sure that the Argent Moon has been out of commission for a while now and during that timeframe or whenever they acquired the samples, it might have been possible that they were still at war with the Covenant, so they might have possibly been looking for any structural weaknesses, or any secrets, seeing as the UNSC did research on a number of covenant related things.

Bearing this in mind, since I don’t know exactly when the Argent was lost, but the UNSC got its energy shield tech from studying the Jackal’s shields. Given shields weren’t implemented until Mark IV or V (I can’t remember off-hand), that puts a timeline on when the Argent could have been lost.
I wouldn’t be shocked if the disease that ravaged the Argent Moon was connected to the bioweapon picked up by ONI from Ayit 'Sevi.
Oh snap, possibly! I do remember the data pads from the Argent Moon that talked about that bio-weapon.

Or that the jackals were the most vicious covenant force when it came to tearing humans apart limb by limb. I remember in one of the novels, the Spartans watched helplessly when a group of jackals brutally killed human civilians. So the UNSC could be using them as test subjects just to get some payback along the way to developing a super-weapon.
