Aren’t there things like a falcon deeply embedded into the code or a needle rifle? Isn’t Halo 4 a heavily modified version of Reach’s engine?

Of course, that doesn’t mean they’re all functioning. I’m assuming most remnants are just there for references or scale comparison. Like the Scarab model on E6 Harvester.
To put in halo 5 so people will buy it! Don’t worry, 5 will have stuff from 4 taken out, like guns, audio and half the campaign!
I’d say Microsoft was rushing them so they couldn’t add them in. They are kinda rushing them right now still.
That’s not how engines work.
The carbine is a reskined needle rifle (look at the reticule).
Just because Halo 4 has similar coding from Halo Reach does not mean they can add sandbox items.
As for weapons being removed; Some weapons didn’t need to be in Halo 4 since they had respective counterparts.

I’m sorry but that’s a terrible argument. The Plasma Launcher, Grenade Launcher and Rocket Launcher were all completely different weapons.
The Incineration Cannon, Rocket Launcher, and Fuel Rod Cannon are all basically the same.
Focus Rifle and Sniper Rifle vs Sniper, Beam, and Binary.
List goes on. There are more redundant weapons in this game than there were in Reach.
