Has anyone ever notice why locke was sent to kill arbiter if so please send a message stating why.
I think ONI didn’t take too kindly that the arbiter eradicated billions of human lives during his tenure in the human covenant war.

Because at the time the Arbiter was an extremely competent Covenant leader who killed a measurable percentage of the human population. I think one statistic put his “kill count” at 1 billion human lives. That’s based on his own personal kills and the kills of those under his command, including glassing and ground invasions.
He’s lucky he and the Chief are personal besties or he might not be alive today.

I thought O.N.I didn’t send Agent Locke, I thought that Locke made a report on Thel Vadam A.K.A The Arbiter.

Locke compiled a report on Thel, and then ONI sent Locke to kill Thel. Someone please correct me if I’m wrong on that, but Locke was definitely an ONI agent before becoming a Spartan.
