It’s simple. Here. This is one of those things that has simply been overlooked as the Didact just referring to himself. But I do not believe that is the case. I think this means he either knows where other Forerunners are or knows some way to bring about their return that we don’t know about yet.
Catalog confirmed that speech WAS given sometime before the Domain was destroyed. There are any number of reasons the Didact could have used the phrasing he did.
However Catalog has also hinted at the Didact showing up in an upcoming issue of Escalation, and also at the slipspace reaction he fell into in Halo 4 having transported him somewhere.
So it’s extremely likely he’s still alive.
And the Librarian may also be alive, if Guilty Spark is correct.

Doubtful that he is. The Librarian was on Earth when the Halo Array fired, she’s gone. The Librarian AI may still live and may have escaped Requiem before it was pushed into its nearby star, but that is it.
Guilty Spark has most likely mistaken Chant to Green as her. His reaction when he finds out he’s been wrong will be interesting.
