They ally with the Didact because the covenant worship the Forunners as their gods and worship them as well as their artifacts left behind( installations)

The prometheans are forerunners but they are part of another cast . The different forerunner casts include the builders , the miners , the lifeworkers and the warrior-servants . The halo rings were made by the builders while requiem and the other shield worlds are warrior-servants creations. So , yes and no.
Forerunners made the halo rings and had wars with humans and the flood a long time ago. The covi use old Forerunner stuff and worship forerunners. Jul did not expect to run into the diadact. They call him a god so they had to follow him when the god appeared in the flesh.
