From the Xbox Live Policy & Enforcement page about the reputation system:

There’s a few key points I think farmers need to focus on:
“Avoid activity that other players are likely to view as unfair or unsportsmanlike” and the list starts with “including but not limited to”
Face it, the reputation system is based around people’s opinions.
If you play against someone and simply outplay them due to better skill, they will most likely not leave negative reputation for you (if they do it’s an abuse of the system). I even send a “gg” message to people sometimes if they clearly have an amazing game - I don’t mind losing fair and square.
I have never left an unsporting conduct report in Halo 5, especially not for farming. I think it rarely happens. Sure, I’ve been on the losing side of a match several times where we’ve been pinned down in our base, struggling to emerge and the opposition are outside with vehicles wiping us out to reach 1000 pts. That’s one way to win the game and I acknowledge that.
However, I have heard about games where the opposition are camped in the core room, next to the core, not shooting it, in an effort to force the defending team to spawn in certain locations for easy kills, leading to a horrible experience for the defending team. In this situation I would definitely leave an unsporting conduct report, (I am yet to experience such a thing myself though thankfully).
Why would I leave such a report? Because, like I said at the start, the reputation system is based on player’s views and opinions of someone’s gaming conduct and I would consider such behavior unsporting conduct, (people camped in the core room).
