My xbox reputation is at green no reports yet in halo matchmaking Ive been paired with bad reputation players. I know this because after being killed by a teammate for a power weapon I went to their profile and their reputation said “needs attention”. Well why is this person even playing with well behaved players?
Halo doesn’t have a system where people are separated based on their reputation.

No, it’s a Halo 5 problem. Low-rep players in GTA V are separated from normal players. What compounds the issue is that you cannot block players in H5, so it’s possible you will match up with the same deadweight player the next match regardless of the actions you take to avoid him/her.
Where in their profile did you see their reputation? It’s been years since I’ve been able to look up my or someone else’s reputation. I thought they removed that function from Xbox.
It mentions it on their gamercard.

I only ever notice this when viewing someone else’s profile but it’s only for the “bad apples”. I’ve seen text saying to “Avoid this player” (or something like that). Really would love to know if I can see my own standing.

You can see your own even if its good but I think its only through the browser and not on the console. This page explains how to check yours:

saw it on their gamercard which is why I don’t understand how they are still allowed to play with others who are in good standing

This is a discussion that would need to be addressed with Xbox support team. They might be able to help answer the question better.
Xbox reputation doesn’t impact your ability to find games anymore. Which is annoying when you get a player with “avoid me” rep on your team.
