I find that most players don’t like the Covie power weapons. And there are several very legitimate reasons too. Mostly it’s simply because they are in every way less effective than their human variants. So I’ll pick each one apart and propose a means of solving these problems:
1: Sniper Rifle vs Focus Rifle
While the Focus Rifle still accomplishes being better than a normal weapon in most cases. It fails to compete with the Sniper remotely. Skilled players will one hit kill with the Sniper Rifle no problem. And while the Focus Rifle is more reliable up close. This is not the way a Sniper-weapon should behave. So I have a few ideas that should reduce it’s cqc efficiency for unskilled players (Providing those with Skill the ability to pull off clutch kills), and boosting it’s ranged capability.

BUFF: Allow the beam to insta-kill if it touches the head of a shield-less opponent. This is to promote players who at least know what they are doing to increase the Focus Rifle’s kill time with just their skill.

BUFF: Double anti-shield damage at least, but leave anti-health damage approximately the same. This will improve the weapons ability to support a team as well as a skilled player’s ability to down a player in just brief burst of the weapon.

NERF: Cause weapon to overheat more quickly. A player should be able to body-shot a player to death immediately before the weapon overheats, so body shotting will not score a player multikills. But headshot-kills should be fast enough that a player can move on to the next enemy without waiting through an overheat animation.

NERF: Remove sticky reticle completely from the Focus Rifle. Sticky reticle is literally the only reason the Focus Rifle is so good in close quarters engagements. Remove that and the buffs balance out to prevent pure Focus Rifle domination, as well as allowing players to have celebratory “No Scopes” with it.

NERF: Focus Rifle uses up extra charge if overheated.

RESULT: The Focus Rifle remains a radically different weapon from the Sniper Rifle, with it’s need for some sustained fire in order to kill, but it will feel more like being sniped with the FR on Legendary. The Covies only use short bursts of the weapon to attack because that’s all it should take. This weapon will have a vastly improved long range kill time, without making it too overpowered in other forms of combat.
- Shotgun vs Energy Sword
There are only two major changes I want to focus on:

BUFF: REMOVE SWORD BLOCK. This IS happening and it WILL be glorious.

NERF: When a player scores a Bulltrue, he does NOT die. Period

RESULT: Simple, the Sword is no longer stunted immediately by sword block, and you don’t die when you get a bulltrue. What more could you ask for?
- Rocket Launcher vs Plas… I mean Fuel Rod Gun.
As the title implies this is literally fixed by using the FRG instead of the Plasma Launcher as the Covie equivalent to Rockets. That’s all, really.
- Grenade Launcher vs Concussion Rifle.
Easy. Just increase the anti-vehicle damage of the Conc, and increase it’s shot-travel time.
- SPARTAN LASER vs Plasma Launcher
This is more fitting. Use it. It’s fine this way.
I don’t know what you’re talking about. I use any power weapon I can get my hands on. The Concussion Rifle is great for pushing back people with a close quarters weapon like a Shotgun and basically smothering them with plasma until they’re quickly dead. The Plasma Launcher is more abundant than the laser and the reliability of the plasma grenades’ lock-on sometimes beats the laser’s 1 second, precise or miss shot. As for the Sword, it can trump a shotgunner with poor accuracy and even still get the kill at the expense of giving the enemy a bulltrue with the death. While the Fuel Rod’s shots bounce off of some surfaces, there’s much more ammo than the Rockets, 1 direct hit will kill a player and it wrecks vehicles. Almost superior to the Rockets in some regards.

And the Energy Sword is actually worse in every single way than the Shotgun. It needs Sword Block removed so it at least holds its own against the Melee attack. Which it doesn’t, basic Melee alone is all that’s needed to trump it. So I just suggested Sword Block be removed, and the Bulltrue glitch be addressed.

The sword block will be impossible unless the potential blocker also has a sword once the Title Update hits.

No I’m being serious, good thoughts on it. I always liked the gun… but I’ve always liked the Beam Rifle MUCH more, and think it should’ve been put in…
Bungie just wanted a new “Sentinel Beam” is all… only reason I think they made it that way. They weren’t even thinking about it’s Sniper capabilities at all… honestly.

The Focus Rifle IS the Covie equivalent of the Sniper, it just doesn’t play like it. Watch any of the ViDocs and they all mention they wanted to make a new Covie Sniper that was still a power weapon, but worked differently than the Sniper, instead of being a simple clone like the Beam Rifle. Hence the Focus Rifle. And with the buffs I mentioned it will behave like a cross between the Beam and Focus Rifle and actually behave like a Power Weapon, the way it should.
And that’s the point I addressed in the OP about the Plasma Launcher. The problem is Bungie uses the Plasma Launcher as the covy Rockets instead of the Laser in-game, just look at Elite Slayer and Invasion, which is a bad move. They should use the FRG to behave like a covy RL, and the Launcher as the Laser.

Bulltrue “glitch” can’t be removed. It’s the solution to the Halo 3 host-fests that were sword v anything fights.
The only Covie weapon that really needs to be fixed is the focus rifle. I mean, it’s not a bad weapon per se. It’s actually a pretty good one. But in its intended role as Covie counterpart to the human sniper rifle it just plain sucks. The focus rifle is much more useful at close to medium range than at long range, and that is quite stupid for a supposed long-range weapon.

If the opposing team is occupying a room, then full charge and spread it out (I’ve used that multiple times to kill the enemy team just as they grab the Rocket Launcher on Boardwalk).

What I find equally effective is “spreading” the four shots. Doing a sweep with the launcher like the H3 Laser. Essentially creates a trap or bombing line.
God, I love the plasma launcher! It’s such an epic and fun weapon if you know how to use it. It’s just a shame it’s hardly present on any maps in non-BTB playlists. Makes me wish there was a Blueberry Slayer gametype in Action Sack.
