I think it may have to do with bad trades occurring and someone then trying to hold 343i accountable. Just too risky I guess.
Because that’s simply the rules. I’ve been told that I could direct people to the XBox Live ToS about this, so I assume it goers against something in there. But I’m not personally sure where it’s been derived from.
Also, it could potentially have to do with the issue of people following the rules when the stickied trade thread was around.
I have no concrete reason as to why.

There was a flood of people getting scammed off bad trades on these forums, and alot of people thought 343 could aid them in recovering their loses/punishing the scammer since it happend with their game on their forums. But thats not the case. 343 is unable to help people who got scammed, and just to prevent any further drama, they started cracking down.
Another example of a few bad people ruining something good for everybody

“Offering to trade Xbox LIVE or in-game services for Microsoft Points or money” is against the Terms of Service which will result in a ban. Also, trading is probably prohibited due to frequent acts of scamming and such.
