Well with the reintroduction of the arbiter and with 343 doing a saga rather than a trilogy now. We could see this game being about the chief and the next one about the arbiter, then they bring them together for halo 5 like what Disney did with the avengers 
And where is the implication that the Arbiter will get his own game as opposed to focusing on Chief and his struggles?
Who said anything about the Arbiter playing a massive role with the chief? If anything, I don’t expect the Arbiter to fight alongside Master Chief at all in the future, he’s moved on to bigger things – working to establish galactic peace.

They can only focus on chief struggles so much before it gets old. With the escalation comics reintroducing the arbiter, you can tell he is going to return in the games. Seeing how Arby has nearly as much popularity as chief and seeing how much elite fans want to play as Arby again it’s fair to think that he will get his own game. They made a odst game so why wouldn’t they do a Arby game?
Bungie let us play as the arbiter to give us a bigger insight into the covenant and 343 will probably do the same. A lot of Fans didn’t like the split story of halo 2 so 343 probably know not to try and do that. Also it would be easier to give the characters their own games rather than cramming it into one game.

Bungie made an ODST game and while it was fun, I never got the point of it as far as the story goes. We see more of New Mombasa and the Battle of New Mombasa, but it didn’t really expand too much. Given his role in the Kilo-5 series and Escalation, he isn’t much of a fighter anymore and has transitioned into more of a statesmen.

Much rather play as someone like Thorne. I don’t think the Arbiter has much to contribute anymore given his newer role in the universe.

Arbiter didn’t add much to the halo 3 story but they didn’t want to get rid of him, in halo 2 the arbiter’s side of the campaign was better than chief’s side. The arbiter was only there to add a unique element to the campaign co-op so everyone wasn’t playing as chief.
Seeing how important Arby’s role is being an leader shows that there is plenty to contribute and seeing how he is protecting humanity by convincing the other races to leave humanity alone. They could do something where a group of elites try to hunt him down and kill him to start a war by blaming his death on the UNSC 
I highly doubt that. Arby is too busy doin’ his own stuff.

Given that a huge portion of the Elites still hate humanity and by association the Arbiter, what good would blaming his death on the UNSC do?
