Halo Reach had like 30 playlists to choose from and people still play it today because of so much variety. So why does Halo 4 have so little room to add more playlists? Could it just be coded into the game instead of removing fan favorites like Extraction or Dominion? Games have gone through overhauls before and I don’t see why it would be too much work to just make room for a few more playlists.

Big Answer: Small Population.
They don’t have the population to add more playlists as that can result in longer queue times, and crappier match ups between players.
To have a fair balance, they do rotational playlists instead, allowing players to vote on the website which one they want to do on the next rotate.
It’s not the best idea, but the other ideas, including just adding in more playlists, wouldn’t keep everyone happy either.
Until the population goes back up, we have rotational playlists to use. :S
Lol Reach didn’t have 30 playlists, it has a little more than Halo 4 at the moment and Halo 4 has twice as many players as Reach now.

Without a re-release of the game, I doubt people would be willing to go back in. Still enough problems to warrant players to wait it out.

That’s a bad argument though. There are nearly always less than 250 people playing Throwdown, if they want to play in a playlist with low numbers LET THEM.
If I want to play in a playlist with low numbers LET ME.
343 shouldn’t be removing the playlists which a player may actually WANT TO PLAY in order to force them into a different playlist which they don’t care about.
If I want to wait 10 minutes finding a match in a low population playlist, by all means allow me to. I should be the one who determines the best use of my time in game, not 343.
What does it matter how fragmented the community is if EVERYBODY IS PLAYING WHAT THEY WANT TO PLAY?
Let people enjoy the game they paid for and stop taking away the playlists people want to play. If I want to play Multiteam, it shouldn’t matter that 95% of players don’t play it. If there are enough people to find a match let me play it.

Although it won’t help Halo 4, it appears that Xbox Live will be solving this problem for all games. It sounds like you will be able to set the criteria for the the match you want (map, skill level, region, game type, you name it I guess) and then you can go on about your business doing something else until a match is found.
OK, I don’t know how precise the matchmaking parameters are going to be, but apparently Microsoft is going to call our bluff on being willing to wait forever for the match we want.
I think, like much of the halo population, reach is better (faster load times, more variety, more comprehensive leveling system)and more people play it. Halo 4 was 343i’s first game and they strayed too far from the original formula. Unfortunately, including more playlists would just divide Halo 4’s population into very small fragments.
