Why is the Master Chief called Sierra -117? Team Sierra was a team of marines that were on the same lifeboat as Master Chief in Halo CE. Why does Chief bear the name “Sierra”? He wasn’t part of the team.

If I’m correct than every Spartan has a Sierra code name. Watch Reach teaser trailer where Colonel Holland (I think) say “Sierra 259 come in” to Carter. So Chief’s not the only one who being called Sierra.

My bad, just looked it up, and the reason why I thought he would be called Bravo-312 is because he graduated into Beta company of the SIII project, so if you want to get technical, shouldn’t he be called Sierra-Bravo 312? Since we are going by the phonetic alphabet.

Sierra was another name to adress to a Spartan.
Sierra is also used to call Seals on the net as default call-signs, when they don’t have others made. The numbers mean different things though, generally a position of leadership of some sort or their job in the team. Of course it’s back to the phonetic alphabet and what Kane said.
