Probably a place holder. They’ve done that for almost everything.
The Marines have the same armor but the ones in CEA have Army colors, although in this http://www.youtube.com/watch?v=AiULVRFIikw the Marines have darker armor, most people probably don’t even know it’s the Army that is in Reach and won’t see any problem with Johnson in Army colors
Well you’ve probably noticed but all the Marines Have Army outfits. Hopefully they are in the process of designing what they will use for an updated Marine outfit. I hope.

Are you serious? Did they not realize that Spartan III’s are with the Army or did they just not bother to fix it?

This. All it is is a bit of armour. That’s like saying the ODSTs in Halo Reach were part of the army because they pretty much wore a black version of the Army gear, but they’re not, because ODSTs are Marines.
I do agree that the armour could look a bit darker like the Halo Reach Marines.

Marines and Army wear the same armor, also they made the armor and clothes in Anniversary almost the exact same color as in the original(the armor is a bit lighter and has a shine to it).

He’s still a Marine. In Halo, “The Army” essentially doesn’t exist. Almost everything revolves around the Navy.
Besides it’s combat dress, it makes sense that similar branches would have similar gear.
Look at the US miltary. The Army, Marines, National Guard and Rangers all have essentially the exact same combat dress and gear.

But they don’t wear space armour in CE, hence the exposed helmets and eye lens thingies. The marines seen running in the PoA dock during Reach are wearing the ground BDU, same as the army on Reach and the marines in CEA. Again, there is nothing to suggest the army uniform is strictly limited the the army. It’s the closest an NPC outfit has been to the original marine design since CE itself. It is the updated variant of the classic uniform, not an all new army uniform.

Marines and Army fatigues and combat are -Yoink!- near close enough that they might as well be the same.
True, Navy has Siberia Blue Digital camo, and Air Force fatigues I think are still Woodland (idk for sure).
But, if OP’s complaint is that Johnson looks too much like he’s in the Army, he should consider this, Johnson looked more like he was in the Army in both Halo 2 and 3. Shades of green or olive have almost ALWAYS been associated with the army. While shades of blue and gray are typically associated with Marines or Navy. And, maybe it’s the lighting, but, I’d hardly call what Johnson and the Marines in that screenshot are wearing green or olive. It’s much closer to just flat gray.
