We’re not even certain if Cortana will activate the Halo rings or not. They’ll probably be a last resort should her plans go sideways since they’ll destroy all life in the galaxy.
She didn’t activate a Halo. She may be collecting them, sure, or at least finding them. But the lights turning on on that Halo ring in Halo 5’s legendary ending doesn’t mean she’s activating the Halo. It’s just to signify she found it and has control of it.

The purpose of the Mantle was for the owners to protect the “lesser” species. Cortana thinks the best way of doing this is through communist means (set a strict set of rules and if you don’t follow, then you’re imprisoned or killed). So I don’t think she’ll fire the Halo array because it violates the Mantle (Forerunners did it only because of the Flood. They deemed it was best for people to be eradicated rather than leave them for Flood food). However, most don’t know about the Mantle so they won’t be able to call her bluff. I’m sure information about the power of the Halo array would have leaked to a lot of people so I think she’s using the active Halos as a scare tactic to help keep people in line.

Interesting idea. Haven’t seen it around before. If Cortana deems the best way to care for the “lesser” species is to Compose them, then it’s a very possible idea.

But there’s one problem i realize i saw the halo 2 ending that the gravemind torturer her and corrupted her and turn her into a puppet so What’s going to happen if she fires the halo rings when controlled by the flood did you think she will infect the entire universe with the flood after she fire the halo rings?

There is no evidence suggesting that the Gravemind is controlling her. That is merely a fan theory. Unleashing the Flood would not serve the plan she has laid out for the galaxy.

Gonna draw a parallel here to the Legendary ending for Halo 3. All we got to see was a planet. Halo 4 showed the events of what happened there. At the time of Halo 3, one of the theories was that the planet seen was Onyx. Turned out to be Requiem where Chief and Cortana had some cool experiences. I’d like to think Halo 5’s Legendary ending means that we’ll once again see the story be set on a ring in Halo 6.
I’m pretty excited for the next game’s campaign. Now that a certain unqualified someone is no longer a writer for Halo, we should be getting some pretty sick storytelling like Halo 4 and the games before.

I mean, it’s fiction. Anything is technically possible. But I don’t think using the Halos to wipe out organic life makes any sense to furthering Cortana’s goals. No point in ruling a galaxy with nothing in it.
So what then is she doing with it? Who knows. Maybe she wants to use it as a bluff. Maybe she wants to combine its power with a Composer, like everyone thinks the Didact was trying to do. Maybe there’s a magical mcguffin on the ring that she wants to find to prevent others from using it against her. But of all the things that she could do with the ring, the two that make the least sense are: fire the Halo, and unleash the Flood.
I lean towards the “Halo as magnified Composer” line of reasoning as far as Cortana’s ultimate plan. One big hitch is that there are no known Composers left in the galaxy (that we know of). However, I don’t think it’s an accident that an audio log narrated by Dr. Halsey in Halo 4 mentions how the AI compiler matrix used to create Smart AIs and the Composer recovered from Installation 03 are similar. In lieu of a Composer, what’s stopping Cortana from jury-rigging an AI compiler matrix on a grader scale and using the Halo as an amplifier? Halo 4 even mentioned the Index used to initiate the Halo’s firing system might possibly have secondary or tertiary purposes. Maybe the code for a Halo+Composer firing is stored within?
Ultimately, who knows.
So to that thing i think is crazy! which is the fire the halos and the composer before unleash the flood how’s that going to happened?

I see very little reason to consider the logic plague as a factor in Cortana’s condition. Nor does her unleashing the Flood make any sense whatsoever even if she did have the logic plague.

what if she wants to wipe out the galaxy to restructure from zero, there must be another librarian who kept the DNA from all species in the galaxy, like the OP said turn everything into an AI, then she would have a reason to fire the array.
however she tried to convince John to join her, this is uncertain if she is totally logic about her plan, she could make another John.
