The Carbine was a level 3 REQ beforehand, but it was never used. In response, they changed the REQ cost of the Carbine and its variants to encourage its use.
The variants I can see being power weapons, but the stock version? Ehhhh… Not really a power weapon. Making it a level 5 permanent REQ would be better. It isn’t quite as good as the DMR but can outrange the BR.
I’m happy they changed some of the REQ costs, it promotes more use of the sandbox.
I use the carbine 10/10 times over BR in all Halo games, personally.
But how would making it a power weapon encourage the use of it if it wasn’t used as a standard weapon. That logic makes no sense.
Classifying everything that wasn’t a UNSC loadout weapon as a power weapon was always strange to me. Either have additional loadout options, or a seperate category for covenant loadouts (combine, plasma pistol, etc.). Or even have the ability to play as Elites or Covenant (another discussion) and have those be their only options for loadouts.

Exactly.
It gets repetitive with the same starting weapons over and over.
BR is considered king in most Halo games, so it’s not like starting with Carbine would be OP. I just simply have more fun with it. It’s annoying to have to manually get it every time and have it limited (power weapon).

Kinda agree, it’s strong and accurate but it isnt really good enough to be a true power weapon, even Rain of Oblivion isn’t good enough because the recoil is way to high (might be just me complaining). Wouldn’t mind 343i making the CC a loadout weapon, maybe REQ 3 on par with the BR. reduce Oblivions recoil a little.
Storm rifle can stay as a power weapon cus it is kinda powerful.
I personally prefer the Plasma Repeater to the storm and I’m hoping it returns in Memories of Reach, since its fire rate slows down and the venting from max overheat takes longer than the H5 storm rifle it could be a loadout weapon if balanced efficiently, could give it faster but weaker bolts (storm kills in 9 shots, could make it so repeater kills 11 bolts) since it can fire longer than the storm.
And we know the Plasma rifle IS coming back so yeah

Yup… it kinda frustrates me how I hate Halo 4’s loadout system to death yet it had a more varied and deep sandbox to choose from than Halo 5’s. Seems like a step backwards.
I mostly used the carbine in halos 2 through 4, it’s sad that it’s a “power weapon” now just because it’s covenant (even though it only costs 2 req). Personally I like the carbine more than the BR, if it were a permanent loadout weapon available only at req level 4 or 5 it would be pretty cool.
