This is only a theory, a very long shot theory from a fan of Halo 3 ODST and ODST’s in general.
Anyways…
On the wiki the following 2 quotes can be found about the Spartan 4 program.
“The SPARTAN-IV Program is the fourth generation of the SPARTAN Program. It consists of members recruited from the UNSC’s military who were augmented to be capable of wearing a variant of the MJOLNIR GEN2 armor”
and
“Similar to the original ORION Project, the SPARTAN-IV Program would only consist of adult volunteers, as opposed to young children (although very successful)”

Now, to move onto something from Edward Buck, from Halo 3 ODST.
This is/ was a description of Buck.
“Eddie Buck is a career Marine that has seen more than his fair share of this war. He has had the dubious honor of participating in many of the wars’ most vicious battles; including both the liberation of Harvest and the Fall of Reach. That he has survived through it all speaks volumes. Truly, if he was any better he’d be a Spartan”

At the very end of his description is mainly what I’m trying to get to stand out “Truly, if he was any better he’d be a Spartan”. Well, the way I see it there’s quite a good possibility that Buck could have signed himself up for the Spartan 4 program…
I also remember that a member from 343i was saying something along the lines of how the Spartan 4’s looked up to the original Spartans. Which could also go for Buck, since in Reach he says something along the lines of “Thanks for the help Spartan, see you in Hell”
There’s not much else I can really say other than I hope I’m correct with all this and please, if you disagree, do it politely.

The level where you fly the falcon around in the city skies, the one where you Kat gets pegged in the face.
Pay close attention, when you’re asked to help escort some pelican, it has Buck in it and he has a few lines!

not the game. the planet. Halo: reach is only one part of reach, he was probably somewhere else

Also, in ODST’s final mission: “No! They’ll glass the whole planet! It’s like Reach all over again!”
“You made it out if there, you’ll make it out of here, too.”
Awesome imma have to watch out for that when I play it again. I hope he is a Spartan 4 in halo 4.

seems legit. more odst is more smiles for me
Perhaps, if only because the firefly crew has got to be in this , right? I hope 343 didn’t mess that up. It is tradition.
This is something I’m hoping for. Since Sgt. Johnson won’t be back this trilogy (that we know of) then I feel like Buck could fit that character role somewhat well. Not to mention, Nathan Fillion was at the Halo 4 events at E3 o_0

If he really was at the Halo 4 events at E3… then that just adds more fuel to the fire!
I’m sure I saw Nathan Fillion in one of the “making of halo 4” videos, looked like he was doing some voice acting. I’m confident that buck is in the game.
Maybe he is the spartan with the ODST Helmet
Or maybe thats just a normal ODST
Makes since odst r the bada$$es that aren’t spartans they go through hell and some live
i bet the reaction when spartan 4 see the chief is the same as when in h3 the injured marine that was blind folded with bandages “hey look its a spartan” “really! you guys better not b messing with me” “No really a spartan he’s here” lol
