The reason for the limits in the first game (population cap, specific building placement) was more to with the 360’s limited capabilities. Because the Xbox One is far more powerful than the 360, these limits will be as pervasive in Halo Wars 2.
How can you be certain those restrictions weren’t implemented in favor of the developers’ vision of what the gameplay should be, instead of the console’s limitations? Did Ensemble Studios stated that? I’m actually curious.

From what I remember, someone had checked the content of the Disc and apparently some 80-90% of it was cutscenes.
Then another important aspect of RTS games is RAM memory, the 360 didn’t have much. If you had 6 players and each player getting 50 units , you’d reach 300 units on the map. On top of that you had buildings and neutral buildings. That’s some stuff to keep track of. I think SupCom2 could handle a little more. However, RAM was a restriction.
