Elites have been confirmed to not be in Halo 4 muiltplayer, sadly. So I’m pretty sure this means everywhere, even in customs.

Yeah, I really doubt they’d waste resources making Elites playable JUST for custom games.

Welp, hate to break it to you OP, despite a gigantic thread here, and an outcry from a good portion of the community, Elites are confirmed to not be playable in Halo4. By numerous people in a lot of places, on panels, here on Gaf.
