I thought Spartans have a translator in their suits? So why can’t Master Chief hear them speak English?
No reason at all for that.
Maybe the new Covenant are racist zealots who don’t want filthy human languages to come out of their battle armor.
Or maybe ONI switched off the universal translation units in all Spartan helmets so they can’t hear the poor Grunts begging for mercy, “Please attacking us! I thought we were at peace! Not the elbow!”
Besides the joke up there, I think that maybe they are using an archaic, yet untranslated or different dialect of Sangheili for speaking, and since it could be a different form of language, it could take a while to inmediatly translate.
Simplest cop out is “different dilect of the storm faction”

It’s hard to be afraid of something you’ve seen before dozens of times when you can’t understand what they’re saying. If anything, it’s annoying and makes me want to kill them for not speaking English.
Halo isn’t Inglorious -Yoinks!-, the aliens speaking English doesn’t do any harm. Especially when we reached the point where Humanity and the Elites have made a truce and have commonly talked together and are now clearly civilized. It’s insulting when an intelligent, civilized race of aliens look like monsters, can’t speak English anymore and act comically stupid.
My concern is that Halsey understands what they are saying, and that no one else does. 
Because 343i are far too comfortable with taking creative liberties.

So you’re saying that anyone that doesn’t speak English is automatically inferior and primitive, because that’s sort of what you implied there my friend.
Making them speak their own languages makes them seem more alive, and more like an actual culture.
The ones we see in Halo 4 are human hating insurgents, I’d doubt they would ever even consider speaking in any language of filthy human origin.

I simply believe it is because 343 did not have enough time for them to give them their own lines. It’s much faster to just add some nonsense. But I’ll choose nonsense over complete silence. Just see how much hey have had to add on later after the game’s release and how many features they have “removed”.
Generally, if “Aliens” do not speak English or another human-language, they have subtitles added. They do/have neither in Halo 4 if I remember correctly.
There could also be some canon-story behind it, or to simply bring elites back to the "animal’ side of the covenant and to make them more ‘terrifying’ again.
When we were at war with the covies the prophets forced everyone to learn our tounge so they could properly insult us on the battlefield. It essentially was a move to hurt moral.
This faction in particular really hates humans. So perhaps they refused to learn our language or more likely refuse to speak it. Just my guess TBH.
