Why don't I have the Sentient emblem?

The question is right there in the title. I kept looking it up but all I can find is Spartan rank 115 and I’m past that. Any NEW information would be great. Thanks!

Sentinent is the SR 149 emblem. I’m SR 148 so when I reach SR 149 that’s what I get.
