Why does this happen in games with low win percentage but not in games with high win percentage?

An opposing team player could be walking in front of me without him realizing im there. Two different things happen in games were the win percentage is low and when its high.

Low win percentage game(same ping as high win % game): The player in front of me sprinting does not see me, i start shooting him getting head shots, they do not register, i need to hit him with almost the full clip to kill him. The server feels heavy, my BR has a bit of heavy aim to it, if i get close to them i walk through them when i melee and doesnt register, back melees dont register auto kill, sometimes if die i throw a nade and it never goes off.

High win percentage game(same ping as low % game): The player in front of me sprinting does not see me, i start shooting him and it immediately gives me the kill, all shots seemed to register no issue and the server feels very smooth and heavy feel to the BR even though my ping is around 65-75, it even gives me what feels like a boost to my speed.

How can this game be called “ranked” when it doesnt provide a fair situation to everyone in the same game?

I meant there is NO heavy feel to BR in the high win percentage game.
