In the E3 Live Action Trailer, it is said that the UNSC INFINITY was designed for war but repurposed for colonization. If that is so, why are SPARTAN IVs aboard the ship then?
For defence if ever attacked, like Halo 4?
Spartans were made in order to fight back the rebels. For protection.
The same reason that Spartans are on the Infinity. For protection.

Because politics and the military ambition would cause such.
It has Spartans because even though Infinity’s public purpose is exploration, ONI has them exploring for something specific. What that something is is up for debate.

High Ranking Military guy wasn’t lying. Infinity is probably meant to explore and discover new crap. He just didn’t mention what Infinity was looking for. Probably the other Halo rings, or the Greater Arc.

Not at all. A ship meant to explore new worlds doesn’t need to have the best warriors created to wage war.

That is just a guess of yours. I did not mention any resentment about the story driven multiplayer in Halo 4.

Okay, that would explain it. I remember a interview in which Frank O’Connor stated that Halo will also show how humanity has incorporated Forerunner tech in their daily life. So probably, the Infinity really is meant to search for more Forerunner stuff, yes.
Well as an exploration ship the Infinity is going into vastly uncharted territory(ies)…after the Human-Covenant War and the discovery of the Flood, and just in general that there is more life out there besides Humanity, it makes sense to me that the UNSC/UEG would er on the side of caution and send a detachment of Spartans as some of the troops to help defend the ship should it get into any sticky situations.
And I don’t see anything subversive or inherently deceitful about that Admiral, or whatever he was, saying the Infinity is a ship of peace even though it has Spartans on it. And he didn’t really look/scream ONI to me either. To me, that trailer looks (it probably isn’t but it sure does look that way from the trailer) like it’s indicating that all the -Yoink- ONI is trying to pull behind the scenes in Glasslands’ trilogy blows up in their collective faces and what they were plotting crashes down about their ears, letting us get back to how things, IMO and the way I think Bungie was headed/intended, SHOULD be. Contrary to what many people seem to assume in fiction (and sometimes in real life even >_>), the military is not perpetually lying through their teeth (that’d be politicians ;P) or out to get you (that would be lawyers, hehe

After dealing with the Flood and the Covenant, I think the UNSC made it mandatory to have Spartans on board for their protection, especially since they’re going off into uncharted areas in space. 
Well, I could have understood them to have marines or security forces but already SPARTANS looked a bit overpowered. Yet, you are right. It is better to have some of them aboard when traveling into unknown space.
It’s a ship made by ONI and ONI always has a hidden agenda.
Well, since it has the whole holographic training deck and no other ship in the UNSC likely has that in addition to the UNSC’s need to get as many Spartans trained as possible to face inevitable future conflicts it’s not surprising whatsoever. Even though Infinity was re-purposed for exploration, it’s still the testbed for new UNSC technology.
