If the rings can be fired from any of the 7 why does it have a standby mode and to that effect why does it have to be initiated from 00?
Fail-safe to still be able to fire the Halos in case the Flood compromised the control room of one of the rings during the activation process of the Halo Array and managed to stop the firing sequence.
Installation 00 is outside the range of the Halo Array and would be the “Safe” zone to activate the Rings instead of committing forces to retake or destroy-and-replace a Halo.
At least that was my understanding.

You’re right but I’m confused about the bold part. The 7 Halo’s cover the whole galaxy but anything on the Lesser Ark (Installation 00) will be immune to the effects of the Halo’s. I assume it’s the same on all Installations. Basically if you activated all Halo’s on the Lesser Ark you would be completely safe. You would not die from the effects from the firing of all Halo’s. Disregard if i missunderstood the bold part.

00 is outside the galaxy that’s why its safe is what he’s saying which makes sense in hindsight otherwise if an outbreak occurred on a Halo ring within the Milky way it wouldn’t be able to contain it by firing leaving a very large patch of targets after firing
