I actually thought he looked even less like a power ranger in Halo 4 when compared to Halo 2 and 3.
I think the biggest change overall was the shoulder pieces; which I don’t mind too much.
It was an art direction change which has been explained by Cortana using nanobots to remodel Chief’s armor while he was in cyro.

I don’t see the resemblance outside of color.
He looks far more aggresive, agile and overall badass.
It was just the new art direction and he actually looks much more badass now.
It looks a lot better than it used to. It actually looks like proper armour with some weight to it now.
